On November 2, 2025, the official One Piece staff unveiled the long-awaited preview for Volume 113, shocking fans with the declaration: “This man is not Shanks!”. The teaser confirmed the debut of Figarland Shamrock, Shanks’ older twin brother, and revealed that celebrated voice actor Kenjiro Tsuda would bring him to life, sparking global excitement across the fandom.

Who Is Figarland Shamrock?

According to the One Piece official fandom database, Shamrock is the elder twin brother of Shanks and a direct descendant of the Celestial Dragon Figarland Family. Unlike his brother—who abandoned his noble heritage to become a pirate—Shamrock remained loyal to the Celestial Dragon hierarchy and eventually became commander of the Knights of God, an elite unit serving the World Government’s supreme rulers.

The wiki describes him as sharing his brother’s trademark red hair and imposing stature, yet physically distinct: both of his arms remain intact, and the trio of scars across Shanks’ left eye is absent. His demeanor is colder and more authoritarian, emphasizing the thematic contrast between the two brothers—one representing freedom on the seas, the other upholding celestial order.

Tsuda Cast as Kenjiro Figarland Shamrock

The second major revelation from the November 2 campaign was the casting of Kenjiro Tsuda as Shamrock’s voice actor.

According to Tsuda’s Japanese and English Wikipedia profiles, he is a veteran actor and voice performer born in Osaka Prefecture in 1971, known for his “deep, smooth and captivating voice.”  Tsuda’s extensive résumé includes iconic roles such as Seto Kaiba in Yu-Gi-Oh!, Overhaul in My Hero Academia, Nanami Kento in Jujutsu Kaisen, Kishibe in Chainsaw Man, and Jigen in Boruto: Naruto Next Generations. 

Kenjiro Tsuda has worked on One Piece before, voicing Yonji Vinsmoke, Sanji’s younger brother, in the anime in 2017, and later voicing Gordon in One Piece Film: Redin 2022, showing his long-running connection to the series.

In a notable coincidence highlighted by Denfaminico Game, Tsuda previously portrayed Yonji Vinsmoke—Sanji’s younger quadruplet brother—in the One Piece anime. Fans immediately observed that he has now voiced two noble “evil siblings” within the series, both born into families marked by corruption and power.

Denfaminico Game also emphasized that Tsuda’s “low and magnetic tone” adds a sense of mystery and authority to Shamrock’s first appearance, perfectly matching his portrayal as a knight bound to divine law.

Volume 113 and the Elbaph Arc

As stated on the One Piece Wiki, Volume 113 is titled “The Birth of Loki” and continues the Elbaph Arc, which explores the land of giants while intertwining political conflicts between pirates, nobles, and the World Government. Shamrock’s debut situates him at the center of this struggle as a representative of the Celestial Dragons’ militant order.

The preview video on YouTube features orchestral music underscoring Tsuda’s chilling line, foreshadowing Shamrock’s devotion to celestial hierarchy and his ideological opposition to his brother.
